You make a good point so long as we are ONLY talking about Rookie teams. There are ten D Rookie leagues and only 5 Regular and 4 casual. Can't really count Pee Wee with signing restrictions. So obviously unless D leagues are vastly unpopulated this idea would not work at the Rookie level completely.
So yeah, we would have to keep some D League Rookie Leagues just for the over flow from new players trying out the game. But where possible the Rook CPU teams should be Dev'd into Next Generation D Teams per the OP.
But in any case above Rookie I think that the D leagues could easily be absorbed into the existing leagues merely by having any CPU team turn into a Next Generation D Team while staying in its regular or casual league.
