Havent been around in a while so Quick Scrim is new to me. How does it work?

If you are looking to schedule a quick scrim, click on Find Opponent next to Scrimmage Games on your team's profile page. You should see a list of teams that are accepting quick scrims. You click to the right (I think it is Schedule Game or something like that) beside the team you want to scrim.
If you are asking how to enable your team for others to quick scrim, I am not sure. I think it might be on the My Options tab, but I am not sure.

Also, the owner sending the scrimmage request pays all 50 of the flex cost. It's not like a regular scrim where the owners split the cost.

Also of note, if the team doesn't have private and ranked scrims active, it only costs 25 flex to quick scrim them.
Not too many go that route though, teams will pay more for ranked games and especially for private scrims to test AIs before big matchups.

I went to find source material for my observation, but I was incorrect. 
Apologies. I scrimmed several non-ranked/private at the end of the season and they were the only ones that were 25 points to quick scrim. Found source material for my observation which explains my observation...

"The sender of the quick scrimmage pays the whole cost of 50 flex/reward points, unless he or the opponent has free scrimmages available, in which case the cost is lowered by 25 for each free scrimmage. Flex/reward points come from the team's flex point bank first, then the sender's reward points, then the sender's flex points."
