You can't request a promotion, only a demotion. You have to work your way up to the higher leagues or just buy a team that is already there.

If you want to run a team at regional pro you can probably find a team at that age range for sale, I think>??
Been a while since I bought a team.
BUT if you sell a team you can not buy another for 20 days I think, so you would need the flex in your pocket right now or be willing to wait anyway.

Yeah, Regional Pro is the highest you can buy.
