Good question. Wiki was no help.
I think It has something to do with the average player value of the team, and who knows what else. My team was ranked at about 250 at the beginning of the season and is now 645 so it must factor in your W/L record.

come on, its common sense.
wins are good,
losses are bad,
and the level of competion that you play effects the how important that games are.
if you are beating a bunch of really low ranked teams, yes they are wins but its not going to help your rank as much as a few higher ranked wins.
Also a lose hurts you more than a win helps you i have noticed. but thats just me. But its common sense, dont try too hard to figure it out.

Just in case, on the off chance you might be asking about player global rankings instead of team global rankings, I suspect it is mostly based on the player's stats rather than the value of the build. Perhaps both count... but if I was to guess, I'd say it's simply stats. And I'd also suspect blowout adjusted stats are important.

No... just a guess. But that guess would be daily as stats also change daily. Which, if true, means the only time you get a perfectly clear idea of where a dot stands in those rankings would be during the off season (as scrims and pre-season games don't count towards that) because of the way games overlap during the season. Again... just a guess.
