my understanding is EL is a relative indicator comparing a given dot to average of others
so Dot A might be level 20 but have the build value of an average level 30 dot, while dot B might be level 20 but only have the value of the average level 22 dot.
It rewards unbalanced builds to an extent, so isn't necessarily indicative of the "best dot" but gives a better way to compare than the so-called LOLbars

The differ by position. Not sure if anyone has taken the time to figure them out and they can change if Bort and crew decide to update them, so even if someone did figure them out, it is possible they are not correct.

Apparently, according to bot they are static and calculated relative to the existing pool of dots at a point in time.

That is my understanding as well. They are not updated daily or weekly or any automated way. The admins (Bort) have to decide to update them. Once they do that, they become relative to the pool of dots at that point in time.
