He wants a "war room" in the TF - can't make it any plainer than that. Players aren't allowed in the "war room".
What comes out of the "war room" gets posted by the staff in the regular TF for team consumption. Only thing that seems vague is does the OP ever intend for say "network" staff or outside independent coordinators who aren't on the team to have access to the "war room"? i.e. give invites like they'd give outside player agents to the regular TF?
