Mainly looking to improve kickoff/punt coverage effectiveness.

Speed, or Strength(to break blocks better)

I know speed is usually the consensus for most positions, but it doesnt help if you cant break the block and the returner runs by you.

What do most people think?

Speed/agility/strength/tackling/blocking/vision should be the focus on a STOP.

You need about two or three players that are able to get through to the Back Wedge quickly. Strength/Agility is important to make that second wave of defenders, hopefully some coming from different sides of the field in order to contain the returner if the first wave is blocked by the Back wedge (not likely, most times that is enough).

Not every player needs to get down the field to get to the returner, in fact this is how many teams give up KR TDs, the whole team converges on the back wedge and the returner uses them as a wall to quickly break the containment and get outside.

Get two or three to 150 speed, two or three to 130 speed, two or three to 100 speed, and the rest won't matter and should just be alternated to give your non-stops a break.

If you go with a mix of speed and strength, it will help you on both sides of the ball. I like to go speed, agility, and strength on some, and strength, speed, agility on the other STOPs.

This is good advice. You have three coverage STOPs who will always go free until they hit the wedge. These guys should be your FF (2/3 at least) gunners with higher speed. The rest of your coverage dots will have to break an initial block. These guys will need more break block skills and can be slower so that they come in a second wave behind your three gunners.
