Assume still can create S 30 new Dot on day 49 and still have 24 TP's to apply and boost accordingly ....reason I ask is have agent on my new team inactive and may need to cover his Dot in case he does not boost

Yes you can create and boost players through tomorrow (wed the 8th).
Free players will be auto boosted unless the person turns it off so if it's their free player you don't need to worry too much.
