Sir, question for you.
What happens if too many teams retire and new replacement teams are filled? what about the retired teams? Where can they go?
Sorry if I missed this somewhere but I think this has to be answered.

I'm curious about this as well.
If a team that had retired wants to activate, does that not upset the balance of teams in a league?
I'm thinking this is probably a bad idea

I am guessing it would almost have to work like this;
Team Wonderdogs retires. At that time a new CPU team would be created to fill the void. If Wonderdogs then "unretired", the CPU team would have to go bye-bye... keeping the balance.
That alone brings up issues itself... but not too badly. What would be the biggest problem is the "retired" Wonderdogs would be in league "whatever" when they retired. All of Wonderdogs' players would be released just as if the team was sold. When the team is later "unretired", they'd have nobody on the roster and be very unlikely they could fill that with appropriate age/level dots... so where does the team go? Automatically to the bottom? By request or is it simply "That's how it is."? And don't we already have that going on now? (teams self-demoting to start again from scratch.) If this is simply an issue of team records and such, then that should be the OP instead... which it isn't. So I'm a no vote until this is better addressed/explained.
