It would be neat if this was next to a dot's name in the marketplace and when viewing a team roster. Perhaps have it tied in with EL. Have it as an option set up like avatars/no avatars when conducting a user search. You just check the box at the top of the screen if you want the stars to show.
Not exactly a high priority but it is an interesting concept.

A: No, the stars rating is heavily influenced by the overall level, which will still encourage GMs to look at the stats and attributes.
This makes no sense, tbh.
The way I suggested actually makes the stars useful as they could save time for owners/recruiters looking through the marketplace. What I quoted actually makes me not like the suggestion.

This is an awful idea. If you wanted to "hide" the effective value ratings and use these star ratings instead (a 3* level 42 has an EV somewhere around his level, etc.) then at least this idea wouldn't be a piece of shit.
Uh... I've got a few small issues with the OP.
I'm willing to bet this is much more about having a very simple "something", up front and easy to find, for newer owners to have to use for when they first get started. Stars, bars, numbers, whatever.... Thing is, this is/has become more of a "micro-management" style game than a "click and go" style. As such, new owners will have to really want to get into the nuts and bolts of the game... making for a pool of better owners.
Also, so much of this game is about the interaction between people that build dots and people that run teams and people that coach/run the offenses and defenses. To "make it simple" too much detracts from that.
While I understand why you want it... I'm not sure it's a good thing to want. I'm more than just a little happy I didn't jump in and buy a team my first days here. Learning dot building, then coaching (first D then O), then scouting... those things make a great owner and I'm glad I didn't get shortchanged in my experience. Things that make people happy will get more into the game and keep more here... but those things should never detract from the experience of the game.

I agree with Theo and Dub J.
If any stars show up, it should be tied into EL for easy sorting. Then it is up to the recruiter to look at the actual build to decide which dot is better suited for what they want.
In other words, the stars are really only useful if you have a good in-depth knowledge of how the game works. Other than that, a lot of noobs will get burned, and turned off.
If you're looking to simplify player evaluation, it has to be linked into allowing noobs to learn more about the game. Otherwise, they won't be willing to contribute on a greater level. And that doesn't always mean spending money. Someone who knows the game well - as a coordinator or who builds great free dots - can help generate interest in the game. That interest translates into "x" percentage spending money on flex to make their dots better while supporting GLB. In-game networking is akin to real world word-of-mouth advertising. Believe or not, this is part of what I am doing on my own team.
And yes, it entices agents to join a network.

basically he wants teh starts to correlate how well the build is apart from lolbars and EL. But then, basically that would only work to build a certain way, any anything not built that way would be low stars.
seriously not thought out anda stupid idea
