The one LB was faked pretty badly (prolly low vision). The other LBers were out of position to make the play before it even started. It's a rookie team so I wouldn't worry too much about it if building properly for the long term.

I found a Q&A a while back where this was addressed an Bort suggested training jumping to increase the defenders tackling radius as a resolve.

They aren't getting faked but are close enough to tackle - it's too little confidence!

the LOLB has the angle easily and stops to let the HB run by him. he was not changing direction.

Not only low levels... just watch a kicker or punter trying to make a tackle. Unless the dot runs into them, most just wave bye-bye as the returner passes. Low agility and low jumping and low tackling all combine to make the effect.
