I think it's something like 5 energy recovered for each play you sit out?
Running on and off the field would probably be 1 or 2 energy. So if you sat out just one play, there would be little or no real recovery, but that would be the only time recovery would not outweigh loss for subbing. So, the OP has a minor point at best.
Not only that, but I bet Ninja Turtles hit the nail on the head. The recovery rate is a bit convenient in many respects.
