You may be better off just letting this die. It hasn't gotten very much following and isn't something that would be much different than what we have now. Especially since most people that don't make the playoffs focus on recruiting and building their teams.

The only reason I think this would be good is that it may keep some teams interested. The teams that don't make the playoffs have 24 days off offseason, thats a long time to wait to play a meaningful game again. 8 days of playoffs, 8 days till the end of the season and then 8 days of preseason.
It seems that more and more people are leaving the game at an alarming rate so maybe this will keep some teams and players somewhat interested.
The bottom line is that I think everyone just wants competitive games. If they just fixed the leagues and put 32 teams of equal quality in the same league the game would be much more fun. There is no reason that any league should have CPU teams except for the lowest league in an age group. Look at every pro league, there are multiple teams in each league that are filled with CPU players.

If it was that simple I think Bort would just put all the teams of equal talent into the same leagues, but that doesn't mean you would still get competitive games up and down the board. Teams with great Coordinators are going dominate no matter how close the actual talent is. Teams are going to sell mid season no matter what happens, and there are going to always be teams that tank so they win easy Gold in weak leagues.
