Currently, the maximum for a position in order to enact the "No Over Sign" in the team needs area is 8. I believe this needs to be expanded to 13 or 14 or 15.

Why? If you have a full roster of STOPs all built the same way, then you cannot use this feature if they are all built in the same position.

My suggestion is to modify the maximum amount per position on this feature of the "No Over Sign" to 15 to encompass all possibilities.

I think what he is saying is that.
5 STOPS. They are all say DTs (idk just picked something random)
The maximum you can put for team needs is 8. So if you need 6 DTs you could only put that you needed 3 in the team needs.
Since 3+5=8

Essentially, yes. If you decide to create 7 STOPs and make them all C's, then the max value is 8. If you normally would carry 2 C's you can utilize this feature because the max number to put for team needs is 8. So auto offer or "no over sign" is completely useless in this regard.
