I have noticed in a couple games this season and again today that when players seem to run into each other only the defender slows down. The majority of the times i have noticed this is on CB blitzes like the one below but there may be other instances as well.

The CB's pass rush is slowed like he got chip blocked but the HB still runs at full speed on his route.
this looks like another instance with the ROLB
