I'm not sure if this was already thought of but it would be a great idea to add a Franchise Player Tag on a player that you would want to keep on your team for as long as possible. Stipulations would be: Have that player for 3 seasons automatically, give that player maybe some extra SP's ( a good figure might be 20 SP's ) for being voted as that franchise player. I believe this would also infuence other agents out there to participate more and be more active and also boost moral in GLB. And in doing so announce this so that all players or at least 98% of the players would be willing to become active in game play.
