I don't know if this would really help... age is pretty much what determines this also.

As time goes along this will become less of an issue as it will be quite apparent who is boosting and who is not.
If a player is boosting right along, they will hit 79. If they don't, they will be significantly behind other players of the same age.
I don't think this really needs to be changed. The last of the pre-APD created players are heading out of the minors in the next 2 seasons and then everyone will be pretty much uniform. No more seeing players the same age with 3-4 level difference depending on how much play time they got or whatever.
So -1 for those reasons. Just not seeing the need and nothing was detailed in the OP.
