when a player retires he has a choice of keeping his name or making it available again--it might be nice have the ability to go to a dot retired seasons ago and choose now to recycle the name

Not necessary. You can recycle any name you want. Just use lots of spaces in front of the name. No hard space (Alt + 255) is needed.
