Not sure, the description could be viewed as vague:
Special teams is 1/3 of the game. Each level of Special Teamer gives a +1% bonus to all attributes when playing on either side on kickoffs and punts, except for K/P.
XP's and field goals are not kickoff plays or punt plays. Probably would need clarification from catch on this one. There was nothing in the Q/A that i could find asking for clarification on it. It's likely no one cared in the past because you couldn't block the kicks. Might be a good thing to check on to be certain. or find a post/wiki entry detailing this VA..
