I think they should be divided by pee wee league top plays, casual league top plays, etc. It would give lower leveled players get a chance to be able to get on the top plays list instead of the veteran high leveled players.
Forum > Suggestions > Make the "Top Plays" tab be Separated Based on League
+1 this doesn't take away from the game and would actually make top plays better in the lower leagues.
