I can see your confusion but these are totally different issues.
I was talking about CPU teams, not just a guy here or there. The penalty I proposed was solely for teams with more than X number of players. Bort implemented the basic idea at 10 players. Forget what my number was but it was something like that.
This idea here would not be anywhere near that. Maybe one or two players on a team at a time, since it would only be for positions that were in very high demand in that age bracket.
And also one of the considerations was that the CPU teams were made of free players. The idea here is about making extremely expensive one time rental CPUs. So, again, totally different.
But yes in general CPU is not desirable. However if there are so few of a position available that its that or cross dress another position and eat a 10% performance loss, this idea should be a nice alternative to consider.
