+1 to the OP. Timeout logic could be improved.

I don't see the people point of "should have had a FG called in the AI"
the problem is pretty obvious, because even if they hadn't put "kick a FG" in the AI, they should have at least taken a timeout and ran another play. No sense leaving a timeout sitting on the board when you that close to the endzone.
regardless of AI issues, there should be some kind of check to make sure that the time doesn't run out with a timeout on the board like that
