Agreed - it should be on the normal tactics page.
That said - there IS a workaround that most people don't know about...
Click the "Quick Tactics Editor" (on the line above your players list)

Select the position of the player you want to set. (eg. a STOP CB - would still be a CB)
Click the "Offensive" tab.
You can set your blocking focus there.
