Allowing your team to go over the salary cap will cost teams a luxury tax penalty, and because player contracts cannot be lowered during the season until after the trade deadline it can be a very costly move if you run out of funds. Running out of money can be very detrimental to a team, if a team runs out of money and goes negative any time during the season, players on the roster will not get paid and their Morale Reserve Bonus will default to 0. No Morale Reserve bonuses will be added in. If a player's salary goes unpaid for three weeks the player may release themselves from the team.

If this is true then shouldn't have this team http://goallineblitz.com/game/roster.pl?team_id=1925 taken a morale hit. They have been in the red for several weeks.

Either this fell through the cracks or an increase in the penalty for being over the cap should be implemented more severely for morale loss IMO. If there was no penalty there was approximately a +10 advantage for this game http://goallineblitz.com/game/game.pl?game_id=1880868.

New teams are started each season following the guidelines of GLB and this seems like a manipulation act making it a morale detriment to GLB in general effecting the majority of its customers when a small few are possibly able to get unfair rewards.

I think you are confusing Team Morale with Team Chemistry. I am not sure how anyone other than an owner/manager can view morale of a team or player nor if the are getting their salary paid.

Have noticed that many come up with suggestions soon after they lose.
But I do think there should be a bigger affective penalty for teams that go broke. Maybe negate Team Chemistry each day they pay a luxury tax as well.

This is one of the more egregious cases though http://goallineblitz.com/game/roster.pl?team_id=970.

They don't get a morale hit because they have plenty of cash and are paying the dots despite the total salaries being over the cap (and actually they're not that far over compared to some). They pay a fine every day and that gets split among all the teams that comply. So you're confusing apples and oranges--a team being over the salary cap and a team being out of money.

The suggestion, regardless, gets a +1, the "luxury tax" is FAR too low in most cases to be much of a deterrent to overspending and the tiny wee bit of cash the compliant teams get is no incentive to comply.

Why not just make it so that teams over the salary cap get morale penalties to all dots on that team? The system could just divide the salary cap by 55 and assign the morale bonus that would give to each dot equally. Then there is zero incentive to exceed the salary cap. In fact, there's a strong disincentive, because now all your dots are getting the same morale bonus rather than you being able to give bigger bonuses to your key players.

Or you could just make it so teams cannot exceed the salary cap, of course. That would be simple.

+1...btw, why is there a discussion about being over the Cap at all? What I am getting at is that Pro teams in the real world can't just go over the Cap. That's the whole point of having a Cap, it is the ceiling for spending. The system should simply not allow you to exceed the Cap at all, then there is no more issue.

I think the OP has two issues combined into one post.

+1 to a large increase to the fines for going over the salary cap.

I think there should be a flat rate fine for going over the cap (say 1 million) as well as daily fines distributed to the other teams.

I'm going to lock this, since the OP is rather confusing.

The OP is confusing two different penalties. If you have the money to pay the players, they still get the bonus, and you just pay a fine. If you don't have the money, than their moral is set to zero and they will have a chance to release themselves from the team if it keeps going on.

you are welcome to post to ask that the luxury tax be increased, or that there be additional penalties for going over the cap, but let's use a different thread so we don't get started off on the wrong foot.
