Take speed to 81 or 83 before anything else. Vision needs to be exceptionally high as well, aim for 85 natural by the end of the build (take it to 78 cap as your 2nd attribute after speed). Agility to 78 as well, then jumping/tackling to 68 each...the order depends on your archetype. Finally finish with stamina to 61 and you should be good. That's a pretty basic framework, feel free to deviate a bit and make it your own.
