In addition, i would have to co own and do my own O and D.
Want a Pee wee team to have them all go to.

You should look into actually buying your own team - I think it unlikely that someone is going to spend flex on letting you completely populate a roster and then do all the tactics aswell.

But it looks like the new XP system gives the same XP for levels 1-15, so boosting teams will likely boost before their 1st regular season game and non-boosted teams will be 3 levels down the whole season, so don't expect a non-boosted team to fair well starting next season.
