I want him to be a dual threat but at the same time I wont him to know when to take off and run which I think only has to deal with vision. Any advise is welcome

honestly - Id retire him and start again (or not bother trying to build a scrambler as they are VERY difficult to build right)

If its a scrambler you want (and not a rusher) then you need to take THR to 77 min first, otherwise his throwing will always suck.
