I'd also be curious to hear answers from experienced builders on this question.
In my experience, I would say 85 or so.

IMO, the less speed you have, the more agility you will need to make up for it.
How exactly is agility making up for the lack of speed?
If anything I would think you need a better catching roll to make up for the lack of separation. ie Catching, Vision, Jumping

Does Carrying still help maintain the ball and counter the "knocked loose" crap?
-Edit
Sorry guess this is a little off the OP topic on speed, but I got sidetracked with previous post. I have a TE that has 80+ catch and high carry and he seems to catch everything in traffic was why I asked.
Carry on with OP

Yes it does.

About 80 would be fine, maybe a little less.
People's definition of a Poss. WR varies dramatically. I'd say that if Catching is lower than 90 (with or without EQ) its not a Poss WR. Jumping should be over 80 aswell. That most likely means that Speed will be between 100-120, which justifies Agility of about 80.

I have a WR I made as a experiment that has a 68 speed and 115 agility and instead of attempting to out run CB's he gets seperation with quick cuts. He's been a pretty effective possession WR.

!
I did something similar and found my dot unable to get any separation except against coverage dots tremendously underleveled... http://goallineblitz.com/game/player.pl?player_id=1480596 EQ was set mostly to Agility when i tried this.
Also interested in seeing replays of your dot...

Did these two builds have First Step, Quick Cut, or Route Run?

A few plays from the last couple of seasons. Theses are all receptions, but there are many examples of the player getting seperation as well where he never got the ball thrown to him. I'm not suggesting that this is the most effective way to build a WR was just something I tried and he's had some success in a pretty tough leagues and generally out leveled. Although being a WR in large part has a lot to with the OC. The team changed OC's in season 22 who was less possession WR freindly and his production dropped. However, there are still many instances where he out cuts his coverage.
