If you have a piece of +% spin chance aeq, but you don't have any spin, does this piece give you the ability to spin??

I think you mean break tackle chance% AEQ.

And you cannot spin at all unless you have at least one point in the SA (either from AEQ, Custom EQ, or SPs).

Kind of like a person doesn't know how to lower his shoulder if he doesn't have a point in lower shoulder.
