Pretty much. With points already spent in SAs, you're behind the curve. Regardless, a CB generally needs to take SPD & AGI to (pick one: 77, 81, 83) depending on your philosophy and your aspirations.
That said, 'slow and plodding' CBs can find success in other ways, but your CB is at a disadvantage in that it appears training and SP allotment has been not only less than ideal, but a bit sub-par. (Sorry, man). He's not beyond being salvaged, though.
I'm snockered, so I'll try to be brief: for the time being, just pump SPs into SPD. Read similar advice threads and ask for invites into building/position private forums. There's a wealth of info out there and a ton of really helpful folks (ime, some of the best builders are also some of the most honest and forthcoming.
