I don't see why you'd need to retire, keep working on speed, you should keep putting SPs into speed until you're at 78 or 81. Being at such a low level that'll really pay off as he'll have great speed once he hits the upper levels.

No, he won't. He'll have mediocre speed and all of his secondary and tertiary attributes will be slightly less than an efficiently built dot.

However, it's not so bad that it can't be salvaged. Will take some work, though. Personally, I'd retire it.
