My plans are to take strength to either the 81 or 83/84 cap (not sure of which yet). I am currently quad-training speed/agility/vision/tackling.

I have 103 bonus tokens, should I wait to level 21 to shop for advanced EQ? Also, what should I be looking for in regards to AEQ?

Here is my build at level 17:

I'd cap agility at this point, but continue to train it past the cap. I took strenght to 81 on my LDE. It just depends what you're going for. I'm trying 81/81/73/62/62. I might take tackling higher to 68, but we'll see. i went 2x bb% pieces, mt%, and a SB piece. If you do plan on taking strenght higher, then maybe breakthrough or wall would better suit you. i hear mixed views on closing speed for containment DEs.

I would figure out if capping agility first would affect your str. Sometimes you can hit the caps just right, otherwise I would stick with your plan. Closing speed doesn't do much for a DE. Your str DE isn't running down backs from behind and it doesn't count for sacks. There doesn't seem to be much evidence high tkl helps so taking it to 68 just takes away from the many good SAs out there for your DE. You're not going to have many SPs left at the end so you have to cut somewhere.

I wouldn't worry about AEQ now. If you really want to shop now, I would only try it one or two times and see if you get lucky. It's better later when you can score one of those expensive 5% pieces.
