Fakes are attempted before the defender gets a tackle chance, so that's why vision is important for them. The higher the vision, the more distance away the runner can start attempting fakes.

I guess I should rephrase; has Bort ever confirmed that vision does not help break tackle SAs fire or is this just a theory?

Theory, but he has said that vision helps fakes and yet never mentioned anything about broken tackles. I think you just remembered that part and your memory played tricks on you with the rest.
