I've lvl 26 with 102 agility. Think it'd be good for him?

It is not bad, I think at the early levels something like Quick or Jump the Snap can be more effective. The problem with Technique Man is that it is for breaking blocks. With a high agility pass rusher the goal is to get past the O-Line before they can block you. Once the OL get their hands on you then you are at a disadvantage in my opinion.

For that reason I like Quick or Jump The Snap because they both help you get past the OL before he can react.

Its my understanding that technique man is based on your natural agility level and not what you add to it via EQ. This is how it was explained to me by Admin.
I would agree with using jump snap at that stage, cause Im sure your vision is probably lacking some to get off line quickly. With a DT lvl 26 at 102 agility im also sure your strength is lacking as well. I just havent seen very many high agility DT's that are successful playing full time on the Dline

It counts equipment on both ends. It's been confirmed about a billion times by Bort.

Question Does Technique Man take into account Clutch/Pass Rusher/Pass Blocker firing? Or is it just pure agility (w/ EQ) vs agility (w/ EQ)?

Answer It's just pure stats.

And then everyone went about finding out what pure stats means.

Pure stats = anything that is working during the entire game

base stats + equipment + quick +(or -) streaky

not included

pass rusher/pass blocker + protect + slow starter + any other situational VA or SA that gives a boost to agility

Tech man def includes EQ. Its fun to see OTs turn around in a circle (obviously holding, but we won't get into that) trying to block something they can't touch.

so just to clarify... pure stats means that any VA that is situational will not work towards agility calc... correct?

IMO evasive rushing for DTs was nerfed a while ago and bull rushing is much more effective. Both of my DTs were more agility-based builds but I swapped all of their EQ into strength and got rid of Tech Man because I found that power rushing was working a lot better.

Now this was a few seasons ago. I've tried to change things up in a few scrimmages but there hasn't been any noticeable reason to change back IMO.
