I wanna build him towards getting INTs moreso than PDs... two questions: how high do I take jump and should I dump the SDC aeq for two INT % pieces?

Take Jumping to 73. If you plan to completely neglect the swat score in your build plan, then dropping the SDC piece for an INT% piece would be better.

is it worth the BT cost? I enhanced the SDC from a base +3 speed piece, so have already invested some BTs.

If you have good speed and agility, the speed/agility boost won't do much, and if you are neglecting your swat score (no SB or PD%), then the PD boost won't do much. It has already been shown that the speed/agility boost from SDC doesn't do much at high levels of speed and agility (where you would be at level 72), so the only reason to use it (and why I use it still) is the PD boost. Since you don't care about your swat score, that means it's useless.
