I used to play this regularly and got a returning CB up to Lvl. 48. I had several return TD's every season and won a bunch of awards. Basically, I'm not completely new to this.

Will take build recommendations, will not spend real $$$ on this player (I think I have about $15 sitting in a PayPal account somewhere, so maybe), and I expect to start as a return man if I get signed to a reasonably leveled team (if a team full of guys at level 10 or whatever signs me, I don't expect to start, obviously).
I've got several thousand FP hanging around, and I haven't purchased any equipment yet, so you know.
