Break block maxes at 30 percent I just found out the hard way. Only get 1 piece in break block and go for a skill such as change direction or first step and get two pieces in those. +10 first step and +10 change direction will help your DE get around blockers but will also allow him to change direction quickly and to kill outside runners. I haven't tried this yet as my pieces look like this:
Superior Black Shirt +11 speed, +5 Tunnel Vision SA

Speed builds are great this season, but long term, they'll be fixed. To me, Agility is going to be the long-term answer for pass-rush DEs. With this said...
The following advice assumes you've got: 80+ base Agility 15 Technique Man Potentially 15 into Heavyweight
Get pieces in this order: 1. +3 Speed/Agility, +5% Break Block 2. +3 Speed/Agility, +1 Shed Block (I can say from first-hand experience that this is AMAZING when used with a Break Block piece.) 3. +3 Speed/Agility, +1 Tunnel Vision (I know a lot of people like this to come second, but I like Shed Block better when used in conjunction BB, Technique Man, and Heavyweight. It makes for an essentially unblockable DE when done well) 4. +3 Speed/Agility, +5% Break Block (this is last because of diminishing marginal returns to +% pieces)
Don't worry about getting a First Step piece. This is the first skill on the pass-rush tree so it is quite cheap to max out relative to Shed Block and Tunnel Vision.

Right now I have a first step piece I am working on but I have not yet equipped it bc my normal piece is still better.
Why bother getting AEQ in skills that are first and second respectively on the skill tree? Change Direction experiences more severe diminishing marginal returns at higher levels than any other DE SA in my opinion.
