Yeah, I was talking about his level 11, effective level 10 players. That screams failure.

seriously? effective level is the # of SPs available plus used. all new dots start at effective level 0 and dont move up in effective level until they gain attributes in training. even if you used all 15 SP the effective level will be the same. try it with a new dot.
