Noticing this guy is new I suppose I'd better explain what I'm talking about. First I want to say I meant most of my previous comments regarding the level 4QB since I assumed he had been boosted since the thread started. My mistake but the points are still relevent
Softcap
When you hit certain levels it becomes more expensive to increase the value of an attribute. At 48 it costs 2SP to grow an attribute, at 60 it costs 3SP at 68 it begins to cost 4SP, at 73 it begins to cost 5SP.

ALGs,
When you advance in level you gain 2 attribute points divided between your major attributes(gold stars). You also receive 1 attribute point divided between your minor attributes(other stars).
These attribute points are not reduced by soft caps.
Conventional wisdom suggests that you should rush your main attribute up as high as possible first. For example you could cap throwing by level 1, and hit the second cap by level 5.
At this point each time you level you get 5SP and 1SP in minor attributes, you would also gain 3.33SP (.66 each in agility and vision and 2SP in throwing{.66*3 since it costs 3SP to raise an attribute by one}) in your major attributes.
Someone who built efficiently would grow 1.33SP a level faster.
SAs
Each SP invested in a special ability delays reaching the next cap which weakens your growth. It is also worth noting that SAs take advantage of your base attributes. Some need attributes to fire and others need attributes to take advantage of when they fire.
