If spin is based off agility and not strength, why do spin backs need 60-68+ STR?

because agility will help it fire, but you wont break the tackle without strength.

this is the conventional wisdom. i'm not 100% sold on it but it intuitively makes some sense
regardless, HBs with less than 60 strength tend to get fumbleitis

Correct. A successful spin just adds an undefined amount to your break tackle score. If you don't have a lot of strength & carrying, then your break tackle score won't be that high and the added amount probably won't result in a broken tackle.
