There are still a lot of WL CBs with 110ish speed, and a surprising amount below this.
A lot depends on the style of defense. A careful set up can let you get away with slower CBs, especially if you are focused on picks and have a lot of over-the-top help.
However, the trend is certainly towards higher speed as WRs are routinely 130+ and a good number are over 140 these days.
There are definitely several WL and Pro teams with speed at or above 120 on their CBs. If you want to play cover 1 or cover zero, you'd better have 120 minimum.
