SA's past 10 have diminishing returns, and past 13 you get almost nothing for your investment.
I don't think SA's past 11 are even worth the SP put into the build.
As far as for that specific SA, I can't really tell you too much about it's effectiveness as I only build DE's, no DT's or NT's.
