you shouldnt touch speed first since it doesnt get nearly as good of gains as agility. you can do it first if you plan on doing speed only, but if you want any spin or juke, then agility, with its godly .67 ALGs, should go first t 68 (95 end build), followed by throwing to 48 (which will land at 70 by end build), and then speed to at least 80 (btw, even with starting with speed, 73 is too low. you would end up with only about 80 speed.)

and then vision only needs to be in the 70s, so there isnt too much a need to cap it before strength or vision. you could 48 cap it right after or right before throwing (or maybe even instead of, if you dont want to pass at all) or 60 cap it after carrying.... but it works just fine 68 capping it after strength.

EDIT: i just ran a speed first QB through the builder, and you could potentially make him a good juke RQB... but you would still need to take speed much higher than 73... 73 isnt even close. its more like 90 cap if you want to see an appreciable difference between capping at 83 after agility to 68.. and even then, its only an 8 point difference (87-95). personally, if you wanted a super high speed RQB, i would go with agility to 60-68 first, and then pump the bajebies out of speed to ~90 cap. that would be a much more efficient build (about 12 more points of agility for only like 1 point lost in speed).
