If you had the +3 agility alone then that would be pretty helpful as you could add a more useful bonus to it, like fake chance or a useful SA.
One way to think about it is that a + not fumble chance % is only going to be useful if you fumble loads, and if your build is fumbling loads then it needs fixing.

It depends how many tackles the elusive back breaks.
It is some use for any back, but probably only better than alternative AEQ for elusive backs with a decent amount of strength or investment in spin.
