Say its throwing. You want to place skill points into its at least 73. What you did was go to 50ish and move to another attribute. Concentrate on one and then move to another attribute after that.

I would say yes. Right now you won't see much of a difference but it will get worse as each season passes. Play the rest of the year out and then try again.
