STR to 77
All EQ in STR
AGI to 77
SPD to 77

TKL to 73

A you can see you start with STR to 77 no matter what at the very least and then after that comes build diversity.
VA's
Bullrusher
Pocket Crusher
Heavy weight
... and then build diversity depending on your goals

SA's
Strong Base, Wall
... and then build diversity again

EQ in brk block %... and then more freedom in build diversity

Would this same guideline take place for a pass rushing DT except for switching agility and strength out for each other?

No.

You want to work on your majors first and foremost, so a D-Lineman with a pass rusher archetype is going to want to work on at least SPD and AGL before STR. I'd be inclined to say that a DT should work on VIS and TKL before STR as well.

STR is getting minimal average level gains, so you can defer capping it to later on in your player's build.

To the OP: The level in which you cap attributes is going to depend on the archetype you chose. If you chose the Run Stuffer a-type, you'll want to go with STR then AGL then TKL. If you chose the Combo End a-type, STR > SPD > TKL.
