So you're saying ban the agent and all his dots, even the dots who didn't use the cheat (like on this one)... basically destroying the entire season for those teams and agents and GMs who had nothing to do with it, and don't condone what they did?

Don't associate with cheaters and you'll never have that issue. fwiw I think that's exactly what should happen. You cheat you get perma'd and all of your players get instantly retired affecting every team you have players on. Might make people think twice about using hacks, and if it doesn't it would definitely make owners think twice about having sketchy agents on the team.
