I have two pieces of advanced equipment that each of +13% pass quality on them. On the player info page, why do I only get credit for +19.5%?

The new update.. I think it goes something like this (Only if the peice does the same +%)
1st peice = 100% of value
2nd peice = 50% of value
3rd peice = 25% of value
4th peice = 12.5% of value
1st peice = 100% of value
2nd peice = 50% of value
3rd peice = 25% of value
4th peice = 12.5% of value
