Over time, I think I've read more complaints about not seeing an effect than I have praise for the Special Ability. Does it work? Does it work well?

In other words, if I'm building a KR/PR, do I need this?

Take it to 10 at least.

If you are building a Spin returner then you REALLY need to push it up (bonus to tackle avoidance).

You definatly need it. My KR/PR started taking off when I got his to 6

definitely get it.

My KR never had a Kick return TD until I started putting in SA's, and he had 10 this season and by far his best season for punt returns too.

Yes you need it, but only take it to 9 or 10. There are other things that you'll need that will be better for your guy than taking RS any higher than that.

you should still get it. in the description of RS, when bort says "tackle avoidance", that translates to bonus to breaking tackles.

Pretty much. 10 RS + 10 Spin + 21% Break Tackle Chance + 15 Quick Feet = awesome.
