From first glance you kind of shot yourself in the foot. I'm not 100% on what's the best way but usually it's something like this for a Returnman:

Create Player (Don't spend the initial 15 SPs you get)
Train Speed/Agility until you have enough SPs to take Speed to 48.
Train Agility/Vision and keep putting SPs into Speed to atleast 73(Some people even suggest 77)
Train Strength/Carrying or Carrying/Confidence or Flip Flop between the two while putting SPs into Agility to 68 or 73
Train up Confidence/Strength/Stamina up to the mid to high 30s while putting SPs into Vision to 60/68
Train up any problem areas you see fit(Some people like decent jumping on a Returner to jump over diving tackles) while putting SPs into Carrying to 60/68

With the new changes coming up in how people train/build players this may not be very useful but this is just a general idea of what you need to take certain attributes to make a good returner.
